Comforter: Not all the students going to college would require to buy a comforter, although the decision to buy one entirely depends on the weather condition of the place where you are going. You would need comforters if you are going to colder regions and places where it is mostly colder during the nights. If not, you would only require blankets. You will have to wash the comforters when you are in college, so get one that is washable. It would be better if it is also wrinkle-free.
Sheets: Obviously, you will be provided with a basic bed and a mattress, but you need to get sheets for the same. Most dorms are furnished with extra-long twin beds, therefore, ensure you buy sheets that fit these beds. You will not need a sheet with a very high thread count, but make sure that the quality is good. Also, buy your sheets according to the climate of the place your college is situated in. Opt for flannel sheets for cold climes and cotton sheets for warmer ones.
